Description of problem:
The cpuscaling test should fail when the processor supports turbo boost but the feature is disabled. In the attached results package the cpuscaling test log reports the following:
   CPU Flags:
     ida: Turbo Boost is NOT supported

However, cpuinfo reports the processor supports turbo boost, ida flag listed.
See attached cpuinfo.log for details
Thus turbo boost is supported on this SUT.

hwcert-client-1.6.4-57

How reproducible: always

Steps to Reproduce:
1. On an Intel server with processors that support turbo boost install RHEL6.4 
2. Disable turbo boost via RBSU
3. Install hwcert-client-1.6.4-57
4. Run cpuscaling test

Actual results: The cpuscaling test passes with processors that support turbo boost but turbo boost is disabled via RBSU. 

Expected results: Since the Redhat reviewer will reject these passing results, the cpuscaling test should fail with processors that support turbo boost but turbo boost is disabled via RBSU.
